The development needs of people in transitional countries are great, though resources to satisfy these needs are often limited. This is true especially when the state budget is unable to finance public interested infrastructure. Therefore, the involvement of private financing into socially significant areas, has led to the establishment of cooperation in the form of public-private partnerships (PPP). However, limited public budget resources on the one hand and uncertainty of investors in the transparency of legal framework on the other are major problems for Uzbekistan. Therefore, it is vital to adopt an efficient and transparent legal mechanism in the country, to support a legislative base for PPP.
