PURPOSE: To undertake responsibilities of overall planning, administration, coordination and management of the executive and short courses programmes. To work with Schools and other departments, provide information about organizing executive courses, short courses or other commercial trainings. To successfully organise executive courses, short courses or other commercial trainings.

CONTEXT: The university needs to promote and inform the markets it serves, including the Business, Corporate and Professional Market. These markets have not been addressed by universities in Uzbekistan and it is the universities mission to exploit the opportunities, not for profit but for commercial gain and to feed into the Universities research and consultancy portfolio. There is a requirement for market intelligence and informed decision making on the nature of the market and the post is the first stage in this process. The post holder is required to be able to develop and use networks, be client focused and fully aware of the universities corporate position.

PRINCIPAL ACCOUNTABILITIES:

  • To help develop as part of the marketing strategy the university particular B2B strategy approach to its relationship to small business and corporations, in seeking projects for realisation and making a profit;
  •  To help in developing new business strategies and establish corporate networks;
  •  To work with Schools and other departments to provide information about Corporate education and Consultancy;
  •  To coordinate Corporate Education and Consultancy direction and make a profit;
  •  To establish a network with small businesses and transnational companies;
  •  To promote Corporate Education and Consultancy for open market and for target market;
  •  To organize Master classes for business partners, prospective participants for Executive courses;
  •  Be responsible for the overall planning, administration, coordination and management of the short courses programme, executive courses;
  •  To establish a business community on a WIUT platform;
  •  To develop the programs for the Corporate, Professional and Executive Market;
  •  Be responsible for the financial management of the short courses programme and other activities including budget setting, financial controls and day   to day financial administration;
  •  To plan and manage communications for the short course programme and activities, including web-site and the production and distribution of     publicity materials in liaison with the Marketing and Media Departments;
  •  To analyse and report after each professional course and consulting project to Director of Centre for Professional and Lifelong Education; 
  •  To undertake appropriate duties as required and in consultation with the Director of Centre for Professional and Lifelong Education;
  •  Be responsible for the monitoring and evaluation of all of the short courses programme and related activities.

PERSON SPECIFICATION

QUALIFICATIONS

  • First degree in the area of Marketing or a degree which contains a substantial element of marketing or social science;
  • Be competent in Russian, Uzbek and English both oral and written.

EXPERIENCE

  • Exposure to marketing practice, preferably in education or an industry that is related to professional practice;
  • Evidence of some dealings with organizations and corporate clients;

Summary of Position and Key Responsibilities

This Senior Research Fellow/Research Fellow (SRF/RF) will engage stakeholders in applied high-quality  research, policy analysis, public outreach and capacity building. The Fellow will help CPRO influence public policy as a leading think tank in the greater Central Asia region to strengthen WIUT as an international research university, and grow its portfolio of research. Individuals with a strong commitment to applied research and outreach in public policy are encouraged to apply.

PRINCIPAL ACCOUNTABILITIES: INDIVIDUAL

  • As a CPRO team member, increase its ‘think-tank’ footprint connecting research with practice to inform policy and policy implementation, through interdisciplinary research. Include WIUT lecturers extensively in this process.
  • Design, plan and perform research on human capital and productivity in areas such as labor, education, health, related social sectors and future scenarios.
  • Strengthen and develop new research streams and enabling CPRO to impact research, policy and outreach based on internationally rigorous standards.
  • Leverage existing links with the CAREC Institute, the UN-Sustainable Development Solutions Network, CPRO’s International Advisory Group, and the Central Asian Futures and Foresight Association.
  • Develop complementary products, (a) short rapidly responding policy research and outreach with (b) rigorous, internationally recognized and peer-reviewed publications
  • Research should have local, regional, and international relevance; using quantitative and qualitative approaches as appropriate, collecting primary or using secondary data.

From September to June 2024 year the CPRO team will produce:

  • 18 briefs to rapidly respond to specific current questions of policy leaders and development partners, involve them to verify questions and results are useful
  • 6 peer-reviewed research products submitted to international publications / outlets.
  • majority of products, work with WIUT researchers to develop research questions and seek sponsors to support diverse research—across each school and department.
  • Half of peer-reviewed research products, work with international co-authors.
  • The team generates research sponsorship toward off-setting CPRO’s operating costs.

PERSON SPECIFICATION

QUALIFICATIONS AND EXPERIENCE

  • Earned international doctorate (or nearing completion of degree) in a relevant discipline such as development economics, public policy, labor, education, or health sector specialist;
  • Five years of relevant professional and research experience on Central Asia;
  • Writing to inform decision making and develop practical policy, in addition to academic publications;
  • Capacity in public policy research and analysis. Including interdisciplinary and regional research to influence policy leaders and development partners;
  • A publication record in international peer-reviewed publications in English;
  • Experience working with diverse stakeholders within and outside Central Asia;
  • Excellent verbal and written communication and representational skills including fluency in English and Russian;
